PDSA Consulting has successfully facilitated / mediated the re-licensing of two local hydropower projects: Baker River Project for Puget Sound Energy (1999 – 2005) and Boundary Project for Seattle City Light (2009-2010). Both processes resulted in settlement agreements signed by all stakeholders, including tribes, federal, state, and local governmental organizations and NGOs.

Lyn co-authored the following article describing how the Baker River relicensing process created a collaborative atmosphere where stakeholders took an interest-based approach to co-create successful outcomes.

We are continuing to facilitate the various resource working groups involved in the implementation of the terms of the Baker River Settlement as well as resource groups implementing other FERC licenses.
