PDSA Consulting has successfully facilitated / mediated the re-licensing of two local hydropower projects: Baker River Project for Puget Sound Energy (1999 – 2005) and Boundary Project for Seattle City Light (2009-2010). Both processes resulted in settlement agreements signed by all stakeholders, including tribes, federal, state, and local governmental organizations and NGOs.
Lyn co-authored the following article describing how the Baker River relicensing process created a collaborative atmosphere where stakeholders took an interest-based approach to co-create successful outcomes.
“FERC Relicensing: Working Together to Determine the Best Use of a Public Resource.”
“You are truly appreciated. We would not be as far along in this effort if not for your gentle way of encouraging us to move forward and your ability to lead by example.”
– Participant in Relicensing Process
We are continuing to facilitate the various resource working groups involved in the implementation of the terms of the Baker River Settlement as well as resource groups implementing other FERC licenses.
